Appeal brought against the order of the Court of First Instance (Second Chamber) of 24 September 2009 in Case T-110/09 Bayramoglu v Parliament and Council, in which that court dismissed as manifestly inadmissible an action for annulment of Council Decision 2004/511/EC of 10 June 2004 concerning the representation of the people of Cyprus in the European Parliament in case of a settlement of the Cyprus problem – Action brought out of time.
