REASONS FOR DECISION
Introduction
This appeal concerns a request for information that Mr Gangadharan (the appellant) made to Oxford Spires Academy (the School) on 14 July 2022. The appellant appeals against the decision of the First-tier Tribunal of 31 October 2023 in which the First-tier Tribunal dismissed his appeal against the Information Commissioner’s Decision Notice IC-179205-F3M4 of 3 March 2023 which had found the School’s refusal to provide the information requested to be lawful under the Freedom of Information Act 2000 (FOIA 2000).
The parties have each consented to a decision being made on the papers without an oral hearing (as permitted by Rule 34(1) of The Tribunal Procedure (Upper Tribunal) Rules 2008 (the UT Rules)), and I am satisfied that it is appropriate in this case, and in accordance with the overriding objective in Rule 2, for this appeal to be determined on the papers without an oral hearing because the issues have been well-rehearsed by the parties in their written submissions and I do not consider it would assist to have an oral hearing.
