Homes for Haringey (“HfH”) was set up by Haringey Council (the “Council”) in 2006 to manage its housing stock comprising approximately 21,000 leasehold properties, some of which were rented, and others were held on long leases. HfH set up a ‘resident scrutiny panel’ (the “RSP”) of volunteers who were residents in Haringey Council owned properties. The RSP was a borough-wide resident-led body whose function was to hold the Council and HfH to account through scrutiny and challenge.
