insofar as the Tribunal’s intention was for the SLT/OT programmes to be implemented by the mentor, that only arose in non-term time periods and could not justify the inclusion of 5 hours per day, 365 days per year, mentoring time as special educational provision (paragraph 49 above). It seems to me that that question arises more naturally in respect of Ground 2 in relation to mentoring out of term and I shall deal with it under that heading.
