Background
This case concerns Mr Dally’s request that the Council disclose to him certain information related to MDH (the request itself is set out in paragraph 4 below). To put the relevant request for information in context, I shall set describe some prior correspondence connected with the Council’s arrangements for dealing with stray dogs:
