Paragraph (1)(a)(ii) does not apply to a relevant subsequent bill payer who, at the time a plan is to be entered into, will be the improver.
Paragraph (1)(b) does not apply to a person who, at the time a plan is to be entered into, will be—
the improver; or
a person to whom paragraph (1)(a) applies.
