Conclusions

Conclusion

30.

The local authority’s late application for permission to appeal is not admitted. Even if an extension of time were to be granted, permission to appeal would be refused.

31.

As this is a decision on an application for permission to appeal, this determination is not precedent-setting. As such, it would not usually be published on the Administrative Appeals Chamber’s public-facing decisions website (or on The National Archive [TNA] Find Case Law site). However, I have directed that the determination should be allocated an NCN (neutral citation number) so that it can appear on both websites, not least because of the extraordinary delay involved on the part of the local authority.
