It is not necessary to dwell on the reasons why the Applicant was not able to seek a transcript of the hearing at first instance. Suffice it to say that CICA had done so in time for the hearing before me. In ordinary circumstances, if an applicant seeks a judicial review on grounds of procedural irregularity, it is incumbent on him to seek a transcript of the hearing in order to demonstrate the way in which the hearing was conducted.
