Again, it follows from those flaws which I have found that this ground is made out to that extent. The Welsh Government should have made inquiries as to what was regarded as insufficiency of evidence. It is noteworthy that Simler LJ in DJ made specific reference to the Welsh Ministers requesting Careers Wales for further information.
