Introduction 1.In this case I am asked to determine two applications. The first is by a grandmother under section 10(9) Children Act 1989 for permission to apply for either a Special Guardianship Order or a Child Arrangements Order with respect to a child (H) who is now seven months old. The second is an application by the local authority under the inherent jurisdiction for permission not to carry out any assessment of her as a possible carer.
