JUDGMENT
HER HONOUR JUDGE REARDON: 1This is my judgment following a final hearing in proceedings which concern a little girl, PN-Z, born in 2013 and aged nine. P’s parents are QN-Z and RZ. I will refer to them in this judgment as “the mother” and “the father”.2The application is brought by the London Borough of Barking and Dagenham and is an application for a final care order. 3P has been represented in these proceedings by her Children’s Guardian, Pravina Gulabivala.4The mother has some difficulties in her cognitive functioning and was assisted at this hearing by a court-appointed intermediary. The hearing took place as an attended hearing, save that the father, who lives abroad, attended remotely, as did members of the paternal family who attended some of the hearing with the agreement of all the parties.
