We read and took account of an open bundle containing 130 pages plus index. We also read and took account of a closed bundle held under Rule 14 containing the withheld material and an unredacted copy of the correspondence contained at pages D105-D107 of the open bundle.

It is necessary to withhold the above closed information from the Appellant because it consists of the withheld information and to do otherwise would defeat the purpose of the proceedings.
