This appeal concerns a decision of the Registrar of Approved Driving Instructors (“the Registrar”) made on 8 April 2025 to refuse to re-enter the Appellant’s name on the Register of Approved Driving Instructors (the “Register”) on the grounds that the Appellant was not a fit and proper person to be an Approved Driving Instructor (“ADI”).
The Registrar reached this decision because the Appellant had accepted two fixed penalties for exceeding the speed limit on a motorway on the 22 June 2023 and the 15 October 2024, for which they received a total of 6 penalty points.
The proceedings were held by video (CVP). The Tribunal was satisfied that it was fair and just to conduct the hearing in this way. The Appellant chose not to appear and to rely on their written submissions instead.
