I will not deal now with the question of what relief is appropriate following my findings but will hear argument on it (to the extent that it cannot be agreed) at a form of order hearing to be arranged through the usual channels.

This judgment will be handed down remotely and, if necessary, the time for lodging any appeal will be extended in the usual way.
