The basis for the DBS’s decision, in short, was that NC on or about 19 February 2021 filmed a vulnerable service user when she was asleep and without her knowledge or permission, sent those videos of that vulnerable adult to NC’s colleague (who at least at that point in time was also NC’s partner), and that NC had actively engaged in an exchange of messages through Facebook with that colleague which were derogatory in nature of the service user.

It is important to stress at this stage that none of these facts are disputed by NC.
