I gave permission, on 6 January 2025, to bring judicial review proceedings. I did so on the grounds that it was arguable, in view of paragraph 15 above and for the reasons at paragraphs 20 and 21 below, that the First-tier Tribunal had erred in law in the ways set out in paragraphs 20 and 21 below.

I proposed that the Upper Tribunal set aside (quash) the First-tier Tribunal decision for the reasons given in my grant of permission. I proposed that the Upper Tribunal remit to the First-tier Tribunal for re-determination entirely afresh by the First-tier Tribunal.
