29.The application is refused. This decision is final on all matters except the costs of the application. 30.As paragraph 15.11 of the Tribunal’s Practice Directions of 19 October 2020 indicates, the objectors will normally be awarded their costs, unless they have acted unreasonably. If the issue of costs cannot be agreed between the parties, they may make submissions on such costs and a letter giving directions for the exchange and service of submissions accompanies this decision.
