In the MLP 2011-2036 changes were made which enabled planning permission to be granted on “small unallocated sites” such as the application land. Policy SS2 – Development Strategy, provided for rural settlements to accommodate a proportion of the borough’s housing need through new homes on windfall sites within and adjoining settlements. Policy SS3 – Sustainable Communities (unallocated sites) set out the criteria to be met for approval of development on unallocated sites.

The Hoby with Rotherby Neighbourhood Development Plan, covering the period 2020 -2037, stated that there would be support for small-scale development of not more than three dwellings per site within and on the edge of settlement boundaries, subject to a number of criteria.
