This is an appeal by Mr Andrew Rees against a decision dated 13 February 2025 of a Rent Assessment Committee constituted to determine a new rent for 1 Eaglesbush Close, Neath, SA11 2AL (‘the property’). Mr Rees is the relevant contract holder under a relevant converted contract in respect of the property. The respondent to the appeal is his landlord, Mrs Beth Atyeo.

The Committee was constituted under s.65 and Schedule 10 of the Rent Act 1977, and exercised jurisdiction under the Renting Homes (Wales) Act 2016 and The Renting Homes (Rent Determination) (Converted Contracts) (Wales) Regulations 2022 (‘the 2022 Regulations’). The procedure to be followed by Rent Assessment Committees is found in the Rent Assessment Committees (England and Wales) Regulations 1971, as amended by the 2022 Regulations (‘the 1971 Regulations’).

I heard the appeal on 23 July 2025, via the CVP platform, sitting remotely at Derby Justice Centre. Mr Rees was present online, but was represented by his sister, Ms Angela Willett; Mrs Atyeo was represented by her husband, Mr Philip Atyeo, who also participated online.
