The surrender of the Applicant is sought pursuant to an Arrest Warrant issued on 8 February 2023 and certified by the National Crime Agency on 12 February 2023. This is a conviction warrant, which seeks his return to serve a sentence of 6 years and 6 months’ custody imposed by a Romanian Appeal Court on 18 December 2015. All of that time remains to be served. The warrant relates to three offences which, together with the sentences imposed, are:

Offence 1: Setting up an organised crime group (2 years 6 months).

Offence 2: Illegal operations with a computerised device or program (1 year 8 months).

Offence 3: Performing fraudulent financial operations (1 year 4 months).
