Approved Judgment

MR JONATHAN GLASSON KC SITTING AS A DEPUTY JUDGE OF THE HIGH COURT:
The Claimant challenges the Defendant’s failure to secure accommodation for him in breach of the duty under section 193(2) of the Housing Act 1996 (“the 1996 Act”). The Defendant accepts that it is in breach of that duty and the issue between the parties is what relief should follow.
For the purposes of the hearing, I was presented with a bundle of documents and correspondence as well as a bundle of authorities. Both parties submitted skeleton arguments in advance of the hearing and made detailed oral submissions. I am grateful to both counsel as well as those instructing them for their assistance.
The judgment is divided into the following sections:
The procedural history and two preliminary issues
The factual background
The evidence on securing suitable temporary accommodation
The legal framework
The submissions of the parties
