It is difficult to make any objective assessment about whether Y’s father might be a potential carer. The abrupt way he cut off contact with X and his young age might suggest that this is doubtful, but so little is known about him that it is simply not possible to explore this as a possibility.
X’s parents are the only family members who know about Y and have been involved throughout, but they are not able to care for him.
That leaves the extended family in South Africa, but this does not appear to be a realistic option given the age of those relatives and the limited relationship they currently have with X.
