This is the judgment of the Tribunal.

The Applicant’s application for judicial review was issued on 22 October 2024. The claim is directed to a letter dated 22 July 2024 sent to the Applicant by the Home Secretary. The hearing of that application has been overtaken by events that took place the afternoon before the hearing was listed to take place. Instead of determining the merits of the Applicant’s claim, it falls to us to consider instead competing applications for the costs of the proceedings made by the Applicant and by the Home Secretary.
