Mrs Fuchs-Khakhar thought that the occupation of two new houses in an estate that already comprises 21 dwellings would put an undesirable strain on services. The new houses represent a net increase of only one house and in the circumstances it is unlikely that services will be overwhelmed. Moreover, we have no evidence, either anecdotally or from an expert to judge whether there is any merit in the submission.
