Skeleton Argument
With respect to the skeleton argument, the Secretary of State points out that the skeleton argument was not filed either with the Applicant’s application for permission to appeal, or within 20 days as the application said that it would.
While this is a failure on the part of the Applicant, it is not something which is fundamental to the bringing of the application and, had there been a properly made application and good grounds for bringing the appeal, then this would not have been an issue.
