The legal background
There is no dispute about the relevant legal background and we need say little about it, particularly as there is no cross-appeal against the Judge’s decision that none of the nine original grounds for judicial review raised a serious issue to be tried. The background which is material to this application consists of the domestic provisions about trafficking and two international treaties.
