17.The threshold for making a care order is set out in Section 31(2) of the Children Act 1989. In this case the threshold for making an order has been agreed and the wording is set out in the threshold document18.In deciding whether it serves the child’s welfare for a care order to be made the Court must have regard to the welfare checklist contained in s1(3) of the Act placing the welfare of the child as the Court’s paramount consideration.19.When considering making a placement order, the Court should place the child’s welfare throughout its life as its paramount consideration and deem that making of such an order to be proportionate:
