185.Again, these items could only be recoverable if it could be demonstrated that they were a duplicated expense; in other words that they had been incurred once before the second inundation and had to be incurred again. There was no evidence to support such a claim in either case. Again, therefore, I concluded the experts were originally right to disallow these two items. xii)
