The First-tier Tribunal:

(a)

failed to take into account that Parliament has already determined that it is reasonably necessary for the public to know the identity of those who teach sex education in School. The Statutory Guidance provides that a school’s sex education policy must be available to the public, and include the names of those teaching sex education (“who is responsible for teaching it”). The Appellant submits that it is “widely recognised” that it is reasonably necessary for parents, and the general public, to know who is teaching sex education in schools. Therefore, anyone teaching sex education cannot have any expectation that, in normal circumstances, their identity will not be disclosed to parents;
